Operation Dalila: Public Prosecutor’s Office Launches New Crackdown on Illegal Cosmetics Scheme in Paraná

Second phase of Operation Dalila executes warrants in Londrina to investigate a scheme involving the sale of cosmetics not registered with Anvisa and bearing counterfeit labels

On Thursday morning (the 16th), the Paraná Public Prosecutor’s Office (MP-PR) launched the second phase of Operation Dalila, which is investigating a scheme involving the sale and distribution of unregulated cosmetics in Londrina, in the northern part of the state. The operation is coordinated by the Londrina Regional Unit of the Special Action Group to Combat Organized Crime (Gaeco), with technical and operational support from the city’s Health Surveillance agency.

In this phase of the operation, teams are executing search and seizure warrants issued by the 5th Criminal Court of Londrina. The court orders target residential and commercial properties linked to one of the suspects, as well as storage units that, according to the investigation, were used to store unregistered products and hinder health inspections.

According to the Public Prosecutor’s Office, the goal is to gather new evidence regarding the group’s activities and halt the circulation of products deemed unregistered.

Unregistered Cosmetics present a health risk

Investigations indicate that the cosmetics sold by the group, including eyelash glue, foundations, and makeup fixers, were of unknown origin, bore counterfeit labels, and lacked the mandatory registration from the National Health Surveillance Agency (Anvisa).

According to Gaeco, the lack of health oversight poses a risk to consumer health, as there is no guarantee regarding the composition, origin, or safety of the products.

Investigators state that distribution occurred on a large scale, primarily through e-commerce platforms, supplying both beauty professionals and end consumers in different regions.

While executing the warrants, the teams are seeking to seize adulterated or unregistered cosmetics, packaging used for clandestine labeling, materials used in counterfeiting, and electronic equipment that may assist in identifying those responsible and proving the crimes under investigation.

The investigation began in 2025

The operation is a follow-up to the first phase of Operation Dalila, carried out in October 2025.

At that time, Gaeco made arrests in the act related to the storage and sale of counterfeit cosmetics, including hair creams that imitated products from a well-known French brand.

According to the Public Prosecutor’s Office, an analysis of the cell phones seized during that phase made it possible to identify suppliers responsible for supplying the black market through illegal imports, which led to further progress in the investigations and the launch of the new phase of the operation.

Crimes Under Investigation

Those under investigation may face charges for various crimes, including counterfeiting, corruption, and the adulteration or alteration of products intended for therapeutic or medicinal purposes, as provided for in Article 273 of the Penal Code.

In addition, the crimes of criminal association and violations of consumer protection laws are also being investigated.

The Public Prosecutor’s Office reported that the investigations are ongoing and that the material seized on Thursday will be analyzed to identify other individuals involved and expand the scope of the investigations into the distribution scheme for irregular cosmetics.
