Receita wants to combat piracy in new stage of Remessa Conforme
A new stage of the Remessa Conforme program will focus on combating piracy. To this end, the Federal Revenue will work together with other regulatory bodies operating in Brazil, such as Anvisa, Anatel and Inmetro.
The idea is to work in a similar way to what the IRS already does with containers that arrive in Brazil and are analyzed by sampling – that is, by selecting a few units to analyze their contents. In this way, high success rates are expected in identifying fake products.
Among the potentially pirated items targeted by the Revenue Service are electronics, cosmetics, toys, clothing and more. These items are often priced well below the originals, which attracts more people to buy them.
The new phase of Remessa Conforme responds to requests from Brazilian entrepreneurs, who point to the existence of unfair competition against imported items by stores such as AliExpress, Shopee and Shein.
This type of inspection has been a relatively long-standing desire of the Revenue Service, but only now would it be possible thanks to the regularization of deliveries.
After all, in addition to exempting products worth up to US$50 from import tax, the program also provides rules to speed up the delivery of items to national territory. To this end, processes such as declaring the import and paying taxes take place before the goods arrive in Brazil, and low-risk items can be released immediately.
However, even so, the program is generating dissatisfaction from a base of national entrepreneurs, including a request for an injunction before the Federal Supreme Court, alleging a supposed unconstitutionality in the set of rules of Remessa Conforme.
There is still no concrete forecast as to when the new stage of Remessa Conforme will begin, but bodies such as Inmetro have already confirmed that they have been approached to collaborate.
